    This form serves as the official submission portal for FY26 Microelectronics Commons Call for Projects (CFP) Stage 2 Full Proposals.

  • Proposal Packaging

    • Each proposal upload must contain all associated files and sub-folders related to that proposal.
    • Any document(s) marked with additional classifications must be sent through the additional delivery methods notated in Section 5. Proposal Submission & Security Requirements (next page).

    Portal Security Restrictions

    • This NSTXL JotForm Submission Portal supports file uploads up to Controlled Unclassified Information (CUI) — Non-Specified only.
    • Do not upload materials into this JotForm that contain the below. If any document(s) are marked with additional classifications, those must be sent through the additional delivery methods notated in Section 5. Proposal Submission & Security Requirements (next page).

    Alternate Submission Coordination

    Classified Addendum Handling

    • If desired, after classified materials have been transmitted through the approved channel, submitters may send a separate courtesy notification email to the NSTXL Hub Manager and Contract Specialist to support delivery tracking with the Government.

  • Distribution Marking Requirements 
    All documentation should be labeled and marked appropriately in the header and footer of each page (e.g. “UNCLASS”, “PROPIN”, “CUI” etc.). Proposal documents marked UNCLASSIFIED, PROPRIETARY, and up to CUI non-specified classification can be submitted in the Jotform portal.
